Creating a comprehensive ecosystem including industrial clusters, human resource development, parts value chains, and autonomous driving demonstrations
Gangwon Special Self-Governing Province, under the title of 'Future Mobility Special Self-Governing Province', participated in the 'Mobility Show' held at KINTEX Ilsan in 2025 and introduced its achievements to date and future blueprint.
Gangwon-do is currently pursuing a long-term project from 2020 to 2028 to foster the e-mobility industry as a future strategic industry. This exhibition comprehensively discloses related infrastructure, support policies, and the status of demonstration projects, and highlights its position as the only local government in the country to provide integrated support for autonomous driving demonstrations and the development of electric special-purpose vehicles.
The event was planned under the leadership of the Gangwon Special Self-Governing Province Government’s Strategic Industry and Future Car Industry Team, and the main projects promoted include ▲establishing an industrial cluster in the Hoengseong area ▲training professional manpower in the Wonju and Hoengseong areas ▲establishing a core parts value chain centered around Wonju ▲establishing a self-driving car verification base, etc.
In particular, the e-mobility research and demonstration complex currently under construction, scheduled for completion in 2028, is considered a key project. The complex is working with the Korea Road Traffic Authority, Korea Conformity Laboratories (KCL), and the Advanced Technology Research Institute to build an AI-based driving ability evaluation platform, develop autonomous driving technology based on real roads, and establish a foundation for manufacturing and testing electric light special-purpose vehicles.

In addition, a special purpose vehicle manufacturing support center and an e-mobility business support center will be established, and a comprehensive technology ecosystem is expected to be created that can support not only research and development but also prototype manufacturing, certification, and mass production stages for companies.
Gangwon Special Self-Governing Province emphasized that through this demonstration complex, it will provide necessary infrastructure and technical and policy support to existing e-mobility technology development companies and serve as a platform to support companies throughout the entire cycle of the domestic future automobile industry.
An official from the Gangwon Special Self-Governing Province Strategic Industry Division said, “This project is not limited to simple technology verification, but is an integrated strategy that encompasses regulatory innovation in related industries,” adding, “By reasonably easing the four key regulations on the environment, forestry, national defense, and agriculture through revisions to the Gangwon Special Act, we are implementing a business-friendly ecosystem.”
This project will continue until 2030, and Gangwon Special Self-Governing Province is steadily pursuing rational regulatory improvements to improve the investment environment and attract future car companies. Through this, Gangwon Province aims to become the center of the future car industry.
