Ministry of Science and ICT appoints new PM in charge of ICT future technology

PM Baek Eun-kyung, Byun Woo-jin, Park Moon-joo, R&D policy formulation assistance

Baek Eun-kyung, a specialist at the National IT Industry Promotion Agency, Park Moon-joo, a professor at Incheon National University, and Byun Woo-jin, the head of the Electronics and Telecommunications Research Institute, will newly participate in policymaking on future information and communications technologies such as digital transformation and technological hegemony competition.

The Ministry of Science and ICT (Minister Lim Hye-sook) announced on the 23rd that it has newly appointed three civilian experts (Program Managers) to be in charge of planning research and development projects in the information and communication technology field.

In this recruitment, a total of 28 experts with various experiences and research backgrounds applied, resulting in a high competition rate (average competition rate of 9:1), and ultimately, Baek Eun-kyung, a specialist commissioner at the National IT Industry Promotion Agency, was appointed as a private sector expert (PM) for digital social innovation, Park Moon-joo, a professor at Incheon National University, as a private sector expert (PM) for information and communication technology convergence, and Byun Woo-jin, head of the Radio Satellite Research Center at the Electronics and Telecommunications Research Institute, as a private sector expert (PM) for broadcasting and radio satellite.

The Information and Communication Technology Private Specialist (PM) plays a key role in advising the government on the mid- to long-term policy direction of information and communication technology research and development (R&D) based on their experience and knowledge as technology experts and leading the planning of major national information and communication technology research and development.

Baek Eun-kyung, a private sector expert (PM) in digital social innovation, is an information and communication technology convergence service expert who has been in charge of future internet, network, and artificial intelligence convergence projects at KT Convergence Technology Institute. She is in charge of technologies to solve key national challenges surrounding the digital transformation such as carbon neutrality and non-face-to-face innovation, as well as domestic economic and social changes.

Park Moon-joo, a private sector expert in information and communication technology convergence (PM), is an expert in information and communication technology convergence who has experience in technologies encompassing software and hardware such as ubiquitous and edge computing at LG Electronics, IBM, etc. It is responsible for the core information and communication technology supply chain, small and medium-sized enterprise technology, and edge computing necessary to adapt to the era of technological hegemony competition.

Byun Woo-jin, a private sector expert (PM) in broadcasting and radio satellites, is an expert who has been in charge of research in the radio and communications field for a long time at the Electronics and Telecommunications Research Institute after working at Samsung Electro-Mechanics and Georgia Tech. He will be in charge of radio, broadcasting, and satellite technologies that will form the basis of future communications, such as 6th generation (6G) satellite communications.

Ryu Je-myeong, the Director-General for Information and Communication Industry Policy, said, “The private sector expert (PM) for information and communication technology R&D plays an important role, such as assisting in the establishment of information and communication technology R&D policies and planning major tasks,” adding, “We expect the new PM to inject new vitality into spreading the results of the digital new deal that the government is promoting and accelerating innovation such as digital transformation.”
