The Ministry of Science and ICT is promoting a digital voucher pilot project targeting vulnerable groups.
The Ministry of Science and ICT announced that it will recruit 5,000 participants for a pilot project of digital vouchers for basic livelihood recipients (livelihood and medical benefits) from Monday, July 22 to Thursday, August 29. The target group will convert their existing mobile communication fee discount amount (up to KRW 26,000 discount per month) into vouchers and receive a flat rate of KRW 85,000 (3 months).
The Ministry of Science and ICT is examining the feasibility of the pilot project to expand the use of various digital services suitable for the digital age in a voice-centered communications environment.
Once participants are recruited, a pilot project will be conducted from September to November. Participants will receive a voucher and can freely use it for telecommunications charges, terminal installment payments, telecommunications company value-added services and affiliated products, and digital services.
In particular, the use of digital services will be greatly expanded. It will be possible to view OTT (Tving, Wave, Watcha, Series On), etc. Books and webtoons (Milli's Library, Kakao Webtoon, Naver Webtoon, Fila, Ridibooks, etc.) and music sources (Genie Music, Bugs Music, Vibe, Melon Music, Flo, etc.) will also be available.
Domestic telecommunications companies (SKT, KT, LGU+) will provide 15GB of data coupons per person free of charge to pilot project participants. Participants in the pilot project can receive and use digital vouchers using a post office check card (BC Card).
Lee Do-gyu, the Ministry of Science and ICT’s communications policy officer, said, “As the existing voice-call-centered communications environment is changing into a data-centered digital environment, it is time to discuss welfare policies suitable for the digital age in order to resolve the digital divide,” adding, “We plan to analyze the results of this pilot project and review whether to introduce digital vouchers, such as establishing new projects and expanding participants.”
