Incheon City, Strengthening the Competitiveness of the Super-Large AI Regional Industry
Incheon City is establishing a support center for the use of pseudonymized information to establish a foundation for fostering the data industry and to support mutual cooperation between AI companies and specialized industry companies in the Incheon region.
Incheon Metropolitan City held the 'Incheon, Super-Large Artificial Intelligence (AI) Industry Competitiveness Enhancement Networking Seminar' at Songdo Michuhol Tower on the 16th.
The seminar on this day was attended by AI experts from the Electronics and Telecommunications Research Institute, Saltlux, Motrex, and Naver AI Research Institute. In addition, about 100 people from Incheon area information and communication technology (ICT) and software (SW) fields attended and shared their experiences and knowledge in each field.
On this day, experts in the artificial intelligence field presented cases of business development utilizing ChatGPT technology, AI convergence industry commercialization strategies, and embedded AI industry commercialization cases.
In a presentation titled “The Opening of the Era of Ultra-Large AI Models and Future Response Directions,” Dr. Lim Su-jong of the Electronics and Telecommunications Research Institute (ETRI) explained the trends and prospects of ultra-large AI models of big tech companies and lectured on the response direction of small and medium-sized enterprises.
Dr. Lim predicted that small language models (sLLMs) will be activated in the future with the prospect of super-large AI. The model, which refers to a customized LLM that reduces costs by reducing parameters and improves accuracy through fine tuning, is explained to be useful for learning in-depth data in specific fields.

Naver AI Research Lab Leader Kim Pil-su presented practical measures for introducing ultra-large-scale AI to businesses with Naver's 'Hyper Clover'.
Naver's HyperClover is a Korean-optimized AI model that has evolved since its first generation in 2020. For example, Clova Care Call, which uses HyperClover, allows for generative, customized conversations, and Clova Studio has functions such as music marketing phrase generation.
In the announcement, Leader Kim said, “Naver will evolve into a new plug-in (app) ecosystem by customizing with companies through hyper-scale AI and linking with startups,” and “Now that a new ecosystem has opened up with the emergence of GPT, the metaverse industry, which has been in a slump, can also expect a revival in connection with this.”
Leader Kim also argued that “in the era of super-large AI, we need to be able to use AI as a collaboration tool and ask questions that grasp the essence.” Regarding the 'Hyperclova X' that will be released in July, they did not reveal any details, saying, "There are still revisions and changes."
In addition, Soltrux's AI Lab Director Jae-eun Kim introduced the company's super-large AI language model 'Lucia' and discussed the technology commercialization strategy and linkage with Incheon local industries. Motrex's R&D Division Director Jae-cheol Kim gave a lecture on the direction of AI technology development in autonomous driving systems under the topic of 'Embedded AI industry commercialization case'.
■ Establishment of Incheon City’s pseudonym information utilization support center Incheon City will open a regional pseudonym information utilization support center in July as a measure to expand the competitiveness of ultra-large regional industries centered on local governments.
'Pseudonymous information' refers to information that maintains the data value of personal information, but deletes or replaces part or all of the personal information so that a specific individual can be identified without additional information. According to the current Personal Information Protection Act, the purpose and items of collection and use of personal information, as well as the retention and use period, must be notified to the government entity and consent must be obtained.
When pseudonymized information is introduced, information can be used as pseudonymized information without being restricted by the purpose and items agreed upon by the information subject at the time of initial collection of personal information. However, the purpose at this time is limited to statistical compilation, scientific research, records, challenges, etc. Recently, data including personal information has high value but also carries a risk of breach, so the demand for pseudonymized information processing in the research and industrial fields is increasing.
Incheon City was selected as the fourth region in Korea to build a support center for the use of pseudonymized information following Seoul ('20), Gangwon ('21), and Busan ('22) through an agreement signed in March, and the opening ceremony is scheduled for July 18.
Incheon Techno Park, through the Incheon Pseudonymous Information Utilization Support Center, promotes consulting and technical support for public and small and medium-sized enterprises and startups that lack pseudonymization technology and specialized personnel, thereby creating an environment for safe and legal utilization of pseudonymous information.
It provides guidelines for reviewing the process of anonymizing personal information and providing support and direction for the safe use of information. It also supports education and practice on anonymizing.
In his congratulatory speech, Park Deok-soo, the administrative vice-mayor of Incheon, said, “With the advent of ChatGPT, the entire world has entered an era of hyper-large-scale artificial intelligence competition. Incheon City is responding quickly to changes by supporting technological advancements and artificial intelligence verification of leading companies, as well as opening a pseudonymized information utilization center and a blockchain hub center in the first half of this year.” He added, “I hope this will be an opportunity for artificial intelligence companies and specialized industry companies in the Incheon area to improve efficiency and productivity through mutual linkage.”
