Launch of the 1st Mobility Innovation Committee… Aiming for a Mobility Representative Regulatory Innovation Platform
Review of e-ink-based signage advertising, autonomous cargo transport, and temporary taxi driver qualifications
The Ministry of Land, Infrastructure and Transport launched the 1st Mobility Innovation Committee (hereinafter referred to as the Innovation Committee) and deliberated and decided on eight regulatory sandbox demonstration cases, including battery-swappable vehicles, with the goal of becoming a representative mobility regulatory innovation platform.
The Innovation Committee held an inauguration ceremony on the 16th and discussed key mobility policy directions, and deliberated and decided on eight regulatory sandbox demonstration exceptions.
The Innovation Committee is a statutory committee established in accordance with the 'Mobility Innovation Act' that went into effect in October of last year, and is an organization that deliberates and decides on important mobility policies, including special provisions for the mobility regulatory sandbox demonstration.
As the support system for mobility innovation, including the mobility regulatory sandbox, which is a key task of the national task of ‘Full-scale opening of the mobility era’ (Promise 05-National Task 28), is put into full operation, the speed of mobility innovation is expected to accelerate.
The major demonstration special cases discussed and decided through this first committee are as follows.
■ Manufacturing of electric vehicle battery exchangeable (detachable) vehicle (Hyundai Motor Company)
Hyundai Motor Company is conducting a demonstration project to produce an electric vehicle with a removable battery to provide a service that allows for battery exchange (within 5 minutes) at a charging station, thereby complementing the shortcomings of electric vehicles that take a long time to charge (20-40 minutes for rapid charging and 4-7 hours for slow charging).

Hyundai Motor Company plans to proceed with a demonstration of safely manufacturing a vehicle with removable batteries through this regulatory exception, and in the second half of this year, it plans to pursue additional regulatory exceptions by specifying a plan to demonstrate a swappable charging service using charging stations for operators such as taxis that drive long distances.
Through this demonstration, it is expected that domestic companies will be able to secure technological competitiveness in the battery exchange market, which has recently been growing mainly in China and the United States, and will also contribute to expanding the supply of electric vehicles by making up for the disadvantages of long charging times for electric vehicles.
■ Autonomous driving of trunk transport of large cargo vehicles (Masauto)
We are also testing autonomous, large-scale truck trunk transport services that connect major logistics centers via highways and other means.
In this review, it was decided to allow autonomous driving on real roads using connected cars if startup companies install safety devices such as electronic control brakes and receive safety confirmation from a specialized organization (Korea Automobile Testing & Research Institute).

In addition to this, various services are provided in the city, such as △provision of temporary taxi driver licenses (three places including the National Taxi Association) and △hospital shuttles.In order to provide passenger services that meet the same demand, a temporary exception is allowed for platform transport operators to restrict the use of diesel vehicles.
In addition, △ in order to promote national leisure activities, it was decided to allow the verification of a camping car sharing service so that people can rent expensive camping cars when needed instead of purchasing them, and △ to allow the verification of vehicle digital signage advertisements using e-ink on the exterior of vehicles such as trucks and taxis.
Minister of Land, Infrastructure and Transport Park Sang-woo said, “Starting with the launch of this Mobility Innovation Committee, we will fully operate the mobility innovation foundation we have built so far and produce results that can be felt by businesses and the public,” and “We will actively discover and support creative ideas that have not been able to see the light of day due to existing regulations or institutional gaps, thereby opening the floodgates to mobility innovation.”
Meanwhile, the department in charge and the support organization (Korea Transportation Safety Authority) must “completely break away from the existing passive administrative method of requiring companies to complete all preparations before applying and reviewing permission only after receiving an application, assuming the consent of all relevant organizations,” regarding the operation of the regulatory sandbox, and requested proactive consulting and proactive task discovery through close communication with the private sector, saying, “The regulatory sandbox is a process in which companies develop business models with new ideas and simultaneously institutionalize them together with the government.”
