The government is working to improve the safety and fire response capabilities of electric vehicle batteries by implementing a battery certification system early, mandating information disclosure, and improving BMS and chargers.
The government finalized and announced the 'Electric Vehicle Fire Safety Management Measures' at the State Affairs Ministerial Meeting held on the 6th, chaired by Prime Minister Han Duck-soo.
As concerns about fires involving electric vehicles and charging facilities grew following the fire in the underground parking lot of an Incheon apartment complex last August, the government prepared measures to ease public anxiety and ensure the safety of electric vehicles.
To this end, we have collected opinions from stakeholders through automobile industry meetings, National Assembly discussions, etc., and on August 25, we held a high-level ruling and opposition party council meeting and jointly established detailed measures for each field with relevant ministries.
First, we will strengthen the government management system throughout the entire process of electric vehicle manufacturing and operation.
The electric vehicle battery certification system, which was originally scheduled to be implemented for domestic and foreign manufacturers in February of next year, will be brought forward to October of this year for a pilot project, and public battery information disclosure will be mandatory, including key information such as battery manufacturers and manufacturing technology.
We will significantly increase the number of battery inspection items during regular inspections of electric vehicles, and quickly expand the inspection infrastructure, including electric vehicle battery diagnostic equipment, not only at the Korea Transportation Safety Authority inspection centers but also at private inspection centers. In addition, the battery history management system will be implemented without a hitch starting in February of next year.
We will expand liability insurance coverage for electric vehicle manufacturers and charging service providers to strengthen consumer protection against electric vehicle fires.

It improves the function of the electric vehicle battery management system (BMS) and increases the actual use of the driver, enabling the early detection of fire risks.
Major manufacturers such as Hyundai and Kia plan to provide free installation for older electric vehicles without BMS safety features and update performance free of charge for vehicles that already have the safety features installed.
To enable drivers to check for battery abnormalities in a timely manner, major manufacturers are extending the free provision period for BMS connection and notification services and seeking to expand users through automobile insurance premium discounts and promotional campaigns.
To effectively respond to electric vehicle fires, the government will establish battery risk standards for BMS within this year, and from the first half of next year, it will launch a pilot project that will automatically notify fire authorities when a vehicle is at a risk level for which the owner has agreed to provide information.
We will strengthen fire prevention by expanding the distribution of smart control chargers that control the amount of charge and serve as a double safety device together with the BMS.
In addition, slow chargers that have already been installed will be sequentially replaced with smart control chargers, taking into account their service life and surrounding fire facilities.
In addition, rapid chargers that are already equipped with smart control functions will be distributed more widely in residential areas such as apartment complexes and commercial facilities, thereby improving the safety of chargers and the convenience of charging for electric vehicle owners.
