한국전자통신연구원(ETRI)이 개발한 공공의 의사결정을 도와줄 데이터 프레임워크 관리 인터페이스가 지난 1일부터 10일까지 스위스 제네바에서 개최된 국제전기통신연합 전기통신 표준화 부문(ITU-T) SG11(프로토콜 및 시험규격 연구반) 회의에서 신규 국제표준안으로 채택됐다.
Data Framework Standard to Assist AI and Data-Based Public Policy
AI-assisted government policy execution to support efficient decision-making and optimal policies
While researchers at the Electronics and Telecommunications Research Institute (ETRI) are developing a technology that uses cutting-edge ICT to help implement various government policies using large amounts of data, the ETRI researchers have recently achieved the feat of having their technology listed as an international standard.
ETRI announced on the 20th that the data framework management interface developed by the research team to help with public decision-making was adopted as a new international standard at the SG11 (Study Group on Protocols and Test Specifications) meeting of the International Telecommunication Union Telecommunication Standardization Sector (ITU-T) held in Geneva, Switzerland from the 1st to the 10th.
The name of the newly adopted international standard (draft) is 'Intelligent Edge Computing-based Public Decision-Making Framework Data Management Interface', and it is a standard that defines the interface and protocol for developing AI policy intelligence.
This is a product of the development of technology to support the government's financial and economic policy decision-making, and by establishing such standards in advance, we can provide guidelines to researchers developing AI in the public sector and provide an efficient research environment.
The data framework standard developed by the research team includes: △collecting and managing social and economic big data, △data pipeline for AI learning, and △workflow management.is DevOps (Development and Operation).
In other words, it is a framework that maximizes development productivity by integrating policy intelligence development and data operation, thereby providing the infrastructure and functions commonly required for development in advance.
In order to monitor the actual national economic system with AI and data-based policy intelligence, big data management is essential, including national financial data such as national accounting data and security data, as well as public economic statistics data, various economic survey data, and micro-social data managed by individual companies.
However, there are many barriers to building a policy-integrated big data framework for the above-mentioned social and economic data, not only because of their quantitative size but also because of the various different security and management policies.
This framework standard defines the public decision-making data framework structure and management protocols.
In addition, it can help build an integrated big data framework because it includes intelligent edge computing-based data governance technology for collecting and managing various scattered social, economic, and financial big data.
In the future, this technology is expected to provide assistance in public decision-making, such as supporting policy execution decisions by national and local governments at home and abroad.
The adoption of this standard is an excellent result created through the 'Development of AI·Data-based Finance·Economy Digital Twin Platform' project within the 'ICT Convergence Industry Innovation Technology Development Project' with the support of the Ministry of Science and ICT (Minister Lee Jong-ho) and the National IT Industry Promotion Agency (President Hong Jin-bae) since 2022.
Through this study, ETRI will utilize social and economic big data and AI to improve public policies, including national fiscal policies.The goal is to develop policy intelligence that can propose and verify policies.
We are developing technologies such as data collection that can monitor the real national economy, virtual national economy simulation that allows for various policy experiments, AI-based decision-making to derive optimal policies, and a financial and economic digital twin framework.
ETRI’s Yeonhee Lee, head of the Financial and Economic Policy Intelligence Research Center, said, “The research team has proven the world-class excellence of the AI policy intelligence technology based on social and economic data that they are developing. It will become a cornerstone for forming a market for providing social and economic services, along with the expansion of new services that can utilize international cooperation and social and economic big data.”
ETRI’s Senior Researcher Tae-Wan Yoo, who is in charge of standard development, also said, “We will continue to develop standards by linking core R&D technologies with international patents. We will strive to secure technological superiority and spread the technologies developed through international cooperation based on standards.”
ETRI expects that this achievement will provide a data framework for researchers who need social and economic data as a future international standard technology, thereby saving time and effort in utilizing data.
