Demonstrations in regulatory-free zones are expected to drive various regulatory improvements, such as those related to medical and transportation data, thereby contributing to the growth of related industries and the penetration of overseas markets.

The 11th Regulatory Free Zone Committee (hereinafter the Special Zone Committee) decided on the results of the evaluation of last year's special zone operations, including the termination of five projects with improved regulations and the selection of three special zones with excellent performance.

Through demonstration in the regulatory free zone, five projects related to medical and transportation data, eco-friendly vehicles, and new materials, for which regulatory improvements have been completed and immediate commercialization is possible, will be terminated to encourage rapid market entry in the future.

The Daegu Smart Wellness Special Zone achieved regulatory improvements by clarifying previously ambiguous pseudonymization standards through the 'Construction and Demonstration of an IoT-based Wellness Information Service Platform' project.

With this as a catalyst, the industrial utilization of medical data, such as AI software using pseudonymized medical data, is expected to become active.

The 'Establishment of Infrastructure for Autonomous Driving Data Collection and Sharing' project in the Sejong Autonomous Driving Special Zone and the 'Demonstration of Edge-type Public Information Data Collection and Sharing' project in the Gwangju Unmanned Low-speed Special Vehicle Special Zone [regulate] the operational requirements of mobile video information processing devices, such as the indication of recording facts, during autonomous driving demonstrations.With the help of the line, we can now look forward to the development of various services in the future, such as the analysis of illegal parking density using traffic data.

In addition, the 'LNG medium-to-large commercial vehicle operation demonstration project' in the Jeonbuk Eco-friendly Vehicle Special Zone and the 'carbon composite fire water tank manufacturing and fire special vehicle demonstration' project in the Jeonbuk Carbon Composite Special Zone also played a significant role in improving related regulations and raised expectations for targeting overseas markets.

As a result of evaluating the operational performance of the 1st to 6th Regulatory Free Zones (designated from 2019 to 2021, 32 in total), Gyeongbuk Next-Generation Battery Recycling Zone, Gangwon Digital Healthcare Zone, and Gyeongbuk Smart Green Logistics Zone were finally selected as 'Excellent' zones.

The Gyeongbuk Next-Generation Battery Recycling Special Zone, which is set to end its four-year regulatory free zone designation in August 2023, received high marks for attracting 1 trillion won in investment from China's CNGR (the world's No. 1 precursor company) and for securing a policy-linked budget of over 7 billion won (including 2.6 billion won for the Ministry of Environment's battery inline automatic evaluation project) to establish a foundation for additional financial support.

The Gangwon Digital Healthcare Special Zone received high marks for the fact that Gangwon Province actively supported the special zone project by allocating an additional 1.5 billion won in local funds, and for the excellent sales performance of the special zone operators.

The Gyeongbuk Smart Green Logistics Special Zone received high marks for producing tangible results, such as establishing a provisional standard draft that serves as the basis for the KC certification of cargo electric bicycles with the Korean Agency for Technology and Standards within one year of starting the demonstration in 2022.

We plan to provide incentives, such as allocating additional budget to outstanding special zones and awarding commendations to local government officials.

Minister Lee Young of the Ministry of SMEs and Startups stated, “Through these follow-up measures for the special provisions of the Regulatory Free Zone, new technologies with improved regulations can rapidly enter domestic and international markets. "We will actively support it so that it can be done," they stated.
