Creating New Industries through Relaxation of Geospatial Information Security Regulations

The Ministry of Land, Infrastructure and Transport has revised the 'Ministry of Land, Infrastructure and Transport National Geospatial Information Security Management Regulations' to expand job creation through the development of new industries utilizing geospatial information.
South Korea has been implementing multiple security measures for geospatial information provision, including limiting exposure of military facilities and national security facilities and restricting aerial photography resolution for national security purposes.
Despite recent rapid advancements in geospatial information technology, security standards have been maintained without major changes, which has raised concerns that this hinders the creation of new industries utilizing geospatial information and improving consumer convenience.
Accordingly, in light of changed circumstances, an academia-industry-research cooperation body was established to broadly gather opinions for selective relaxation of some excessive security standards, and this revision was prepared following close consultation with relevant agencies such as the National Intelligence Service.
① The disclosure area for 25cm resolution aerial photography has been expanded nationwide. Previously, disclosure of 25cm resolution aerial photography was only possible in the Seoul metropolitan area and some regions of metropolitan cities, and in principle, disclosure of aerial photography finer than 50cm resolution was restricted. With this regulatory revision, the disclosure area for 25cm-class aerial photography has been expanded nationwide, enabling construction and utilization of clearer geospatial information anywhere in the country.
② The clause requiring retention of personal information records when providing 1/1,000 or finer numerical maps to the general public has been deleted.
③ For geospatial information with resolution finer than 90m and containing three-dimensional coordinates, road areas can now be disclosed after security review. This is intended to support development of new industries such as construction of precision road maps for autonomous vehicles.
A Ministry of Land, Infrastructure and Transport official stated, "The revision of the National Geospatial Information Security Management Regulations is expected to further activate the creation of new industries utilizing geospatial information in various fields such as autonomous vehicles, three-dimensional spatial services, architectural design, augmented reality (AR), and virtual reality (VR),"
and added, "We will continue to identify regulations requiring improvement based on the pace of technological development in the new industry sector, and improve them so that new high-value-added industries in the private market can expand."

[Issue] How will the autonomous vehicle test site opening this October be operated?
In line with the government's plan to achieve autonomous driving technology Level 3 by 2019, 'K-CITY,' the nation's largest-scale driving test facility, is scheduled to open for Phase 1 in October. As of May this year, a total of 19 autonomous vehicles have been granted temporary operation permits nationwide. While these autonomous vehicles are operating across the country, K-CITY is the place where they can repeatedly practice responses to emergency situations and re-enact various scenarios. K-CITY is benchmarked after M-CITY, a 40,000-pyeong-scale test bed in Michigan, USA. Operated by the Korea Automobile Testing and Research Institute (KATRI), it spans 110,000 pyeong and has established communication networks (5G, WAVE) and high-precision road maps necessary for autonomous driving. By the second half of 2019, which is the scheduled final opening date, the facility plans to construct traffic environments including urban areas, community zones, high-speed driving roads, suburban roads, and autonomous parking facilities to enable testing of vehicle responses under various conditions.

LG Electronics to jointly develop core autonomous vehicle technology with HERE
LG Electronics is jointly developing autonomous vehicle core technology with HERE. LG Electronics has signed a "next-generation connected car solution co-development partnership agreement" with HERE. The two companies plan to develop a next-generation connected car solution by next year by combining LG Electronics' telematics with HERE's high-precision map information capable of identifying all terrain features at centimeter-level accuracy. Telematics is an automotive communication component that supports all communication standards from GPS to DMB networks, Bluetooth, Wi-Fi, and mobile communications, and provides various services including vehicle safety such as navigation and location identification/emergency dispatch, as well as entertainment.

TI Unveils Multi-Axis Coreless Current Sensor TMCS2100-Q1 for HEV/EV Traction Inverters
Texas Instruments has unveiled the TMCS2100-Q1, a multi-axis coreless Hall-effect current sensor for HEV and EV traction inverters. By simultaneously measuring horizontal and vertical magnetic fields through multi-axis sensing technology, it achieves up to 20 times higher accuracy compared to conventional single-axis sensors, while the busbar-unmodified design provides mechanical design flexibility. It simultaneously meets the high-accuracy requirements and miniaturization driven by the expansion of 800V architectures.
