Call for Proposals for 'Themed Specialized Complex' Project to Transform Established Urban Areas into Smart Cities
Published2018.03.27 10:14The Ministry of Land, Infrastructure and Transport announced that it is accepting applications from local governments nationwide from March 27 to May 2 for support in establishing master plans for themed specialized complexes in accordance with the smart city promotion strategy.
The Smart City “Theme-based Specialized Complex Support Project” is a program that supports the establishment of master plans to improve living conveniences such as transportation, energy, and security by applying various smart services to existing urban areas, and to promote the strengthening of the region’s unique industrial and cultural competitiveness.
The plan is to ensure that services with high tangible impact are prioritized by having local residents directly participate in the master plan development process to reflect the service demands of the region. Local governments selected for support through the open call will receive expert consulting along with funding for the master plan development costs.
All local governments are eligible to apply for this open call. If necessary, proposals for collaboration between two or more local governments are also permitted. The final four recipients will be selected by an evaluation committee composed primarily of private sector experts, based on a comprehensive evaluation of written and presentation assessments.
In addition, a preliminary briefing session to help understand the call for proposals and implementation direction of the support project will be held at the LH Daejeon-Chungnam Regional Headquarters on April 6. Local governments interested in participating can download the application form from the Ministry of Land, Infrastructure and Transport website and submit it to the Smart City Development Department of the Korea Land and Housing Corporation by May 2.
Lee Jeong-hee, Head of the Urban Economy Division at the Ministry of Land, Infrastructure and Transport, stated, "This support project will serve as an important opportunity to transform existing urban areas into smart cities tailored to their spatial characteristics, and we plan to create various best practices by promoting the theme-based specialized complex support project for a total of 12 local governments by 2020."

“5년내 세계 최고 수준 스마트시티 조성한다”
지난 29일 광화문KT 12층 회의실에서 장병규 위원장 주재로 열린 4차산업혁명위원회 제4차 회의에서 ‘스마트시티 추진전략’ 안건을 논의하였다. 이는 지난해 11월부터 위원회 산하 스마트시티 특별위원회를 구성, 스마트시티 분야별 전문가 및 6개 유관부처(국토부, 기재부, 과기정통부, 행안부, 산업부, 환경부)가 함께 스마트시티 정책 로드맵을 심도 있게 검토해 온 결과이다.

스마트시티 통합 센터로 ‘골든타임’과 ‘안전’ 확보하라!
재난 및 재해, 사건, 사고 발생 시에는 환자 및 피해자의 생사를 결정짓는 ‘골든타임’이 중요하다. 우리나라는 오랜 기간 크고 작은 사건, 사고 등을 통해 골든타임의 중요성을 인지했다. 하지만 고질적인 ‘안전불감증’과 ‘탁상행정 시스템’의 반복은 여전히 국민의 안전을 위협하고 있다. 대전광역시는 ‘스마트시티 통합 센터’를 운영 중이다. 골든타임 확보와 사건 및 사고 재난, 재해 방지의 대안으로 꼽힌다. 이 사업에는 광역기반의 폐쇄회로 TV(이하 CCTV) 통합관제센터, 교통관리센터, 사이버침해대응센터, 시와 관내 모든 전산 장비들이 통합된 지역정보통합센터가 운영되고 있다. 대전은 스마트도시 통합 센터를 활용해 ‘스마트시티 시민안전 5대 연계 서비스 사업’을 실시하고 있다. 소방서와 경찰서, 재난안전상황실, 사회적 약자 지원 서비스와의 연계 시스템을 구축해 시민안전을 위해 운영 중이다. 대전광역시 이영미 스마트시티 추진단 주무관은 “이는 국토교통부에서 올해 서울시, 제주도, 용인시, 마포구 등 12개 지자체를 선정하고 확산하고 있는 스마트시티 통합 플랫폼 사업의 최초 서비스로서 타지방자치단체의 모범 사례로 꼽히고 있다”고 말했다.
