The Ministry of SMEs and Startups announced on the 14th that it will pursue support for companies affected by Japan's export restrictions, as concerns are growing over the damage to small and medium-sized enterprises due to Japan's export restrictions.
Since the announcement of Japan's export restrictions on the 9th, the Ministry of SMEs and Startups has been operating the 'Japan Export Regulation Response TF' with participation from related organizations and private organizations, and plans to establish and operate Japan Export Regulation Difficulty Reporting Centers in 12 regional offices across the country starting on the 15th.
When the damage status, difficulties, and suggestions of small and medium-sized enterprises are received at the 'Difficulty Report Center,' the Ministry of SMEs and Startups and the inter-governmental task force will prepare measures to resolve the difficulties and alleviate the difficulties of the companies.
Companies suffering damage due to Japan's export restrictions will be provided with support such as emergency management stabilization funds and short-term consulting to minimize damage.
For companies that have suffered material damage, such as a decline in sales, we will provide 'emergency management stabilization funds.' In order to support companies affected by Japanese export restrictions, we plan to strengthen support by adding “companies affected by Japanese export restrictions” to the application requirements (August) and easing support conditions (sales decrease of 10% or more, exceptions to the limit of two support cases over three years, etc.).
We also plan to launch a new "consulting business" utilizing private sector experts to help small and medium-sized enterprises (SMEs) struggling due to Japan's export restrictions, including evading export restrictions and securing alternative import sources.
To this end, the Ministry of SMEs and Startups has requested the necessary budget, including 108 billion won in emergency management stabilization funds and 3.6 billion won in consulting support projects, in this supplementary budget.
Companies experiencing difficulties or damage due to Japan's export restrictions can receive necessary support through the 'Difficulty Reporting Centers' established in 12 regional offices across the country.
Kim Young-hwan, head of the Small and Medium Business Policy Office and head of the TF team responsible for responding to Japan’s export restrictions at the Ministry of SMEs and Startups, said, “We will communicate closely with small and medium-sized businesses in the field to minimize damage,” and added, “We will fully utilize all available policy tools to foster global-level small and medium-sized venture companies in the materials, components, and equipment sectors.”

R&D cooperation system established in the field of materials to respond to Japan's export regulations
Kim Sung-soo, Director of the Science and Technology Innovation Division at the Ministry of Science and ICT, convened a science and technology field policy advisory forum with participation from industry, academia, and research experts to review R&D response directions regarding Japan's export restrictions on semiconductor materials. In particular, the forum identified the localization feasibility and urgency of key items and strategic technologies related to Japanese export restrictions, as well as the demand technologies of companies requiring urgent solutions. Discussions were held on establishing collaborative frameworks among industry, academia, and research institutions, including R&D support measures and organic win-win cooperation methods between demand companies such as large enterprises and development companies. Additionally, various opinions were gathered on mid- to long-term response plans for securing foundational technologies in the materials and equipment sector including raw materials, fostering specialized workforce, and fundamental structural improvements to the national R&D system.

The Ministry of SMEs and Startups announced on the 11th that Incheon's Songdo Tomorrow City was selected as the final winner of the 2019 Startup Park Development Project competition among metropolitan local governments nationwide.
