Amendments to the Passenger Automobile Transportation Business Act, Building Act, and Metropolitan Area Wide-Area Transportation Management Special Act
Administrative service innovation including institutionalization of platform business and improvement of new city traffic shortage

In response to the autonomous vehicle era, institutional frameworks have been established to lay the foundation in the national land and transportation sector.
Rep. Yoon Kwan-seok (Democratic Party, Incheon Nam-dong) of the National Assembly's Land, Infrastructure and Transport Committee announced on March 6 that the National Assembly plenary session passed amendments to the Passenger Automobile Transportation Business Act to institutionalize platform business systems and amendments to the Building Act aimed at utilizing private sector creativity.

In conjunction with this, amendments to the Special Act on Metropolitan Area Wide-Area Transportation Management were also passed to address traffic shortage issues in new cities.

The amendments to the Passenger Automobile Transportation Business Act include provisions to establish new business categories such as platform transportation business to enable platform business operations, which had previously been conducted outside the regulatory framework, to provide stable services, and to lay the foundation for business operations within the regulatory system.

The amendments to the Building Act are centered on ▲improvement of building permit procedures ▲introduction of performance standard recognition system for new building technologies ▲expansion of combined buildings ▲private special building zone designation proposals, and have been promoted to enable smart building activation and groundbreaking changes in building administrative services, as well as allowing the construction industry to develop as a sector that utilizes private sector creativity.

The amendments to the Special Act on Metropolitan Area Wide-Area Transportation Management designate areas where implementation of wide-area transportation improvement measures is seriously delayed as wide-area transportation measure districts and enable special measures to be established for those areas. Through this, it aims to minimize traffic inconvenience for initial residents of new cities.

Rep. Yoon Kwan-seok stated, "Sustainable business development can only be achieved when systems aligned with changing times are introduced," and added, "Going forward, I will make every effort to establish systems for the future of the national land and transportation sector and ensure that the results bring greater benefits to the people's lives."
