The ICT device conformity assessment system is being simplified. Conformity assessment is a system in which manufacturers, sellers, and importers of broadcasting and communication equipment receive radio certification or registration by confirming whether or not they conform to standards established to prevent radio interference and protect the human body and equipment before distributing them on the market.

The Ministry of Science and ICT announced that it will revise the 'Notice on Conformity Assessment of Broadcasting and Communication Equipment, etc.' to ease the burden of conformity assessment on companies manufacturing and selling ICT products and to reflect the new environment, and that it will take effect on the 20th.

The main revisions include: ▲ simplification of the conformity assessment process for IoT devices, etc. ▲ indication of radio wave certification and registration through QR codes ▲ exemption from conformity assessment for assembly kits for science labs ▲ clarification of equipment subject to electromagnetic wave conformity assessment ▲ relaxation of regulations on wired terminal devices.

Simplification of the suitability assessment process for IoT devices, etc. / When removing wireless modules (Bluetooth, Wi-Fi, NFC, etc.) from smart homes, wearable devices, etc. or replacing them with other certified/registered wireless modules, products can be sold by simply receiving a change report. Previously, in such cases, each finished product had to be re-certified or registered, but by simplifying the process to a report, it is expected to reduce the time and cost burden on companies.

In addition to directly printing or affixing certification/registration information to products, QR codes can now be used to display the information. This allows consumers to verify a product's reliability with their smartphones, while reducing the burden on businesses of having to display extensive information on each product.

For science lab assembly kits, conformity assessment is exempted. For science lab assembly kits that use low-power devices such as batteries (excluding those with wireless functionality), conformity assessment is exempted as long as consumers are informed that they have not undergone assessment. This exemption is based on the fact that these products are intended for limited use in confined spaces such as homes and schools, and thus are not significantly affected by electromagnetic waves.

Clarification of electromagnetic compatibility assessment equipment / This clarifies which electrical and electronic devices and multimedia devices require electromagnetic compatibility assessment, reducing uncertainty for businesses. Previously, determining whether a new product required electromagnetic compatibility (EMC) assessment could take considerable time. It is expected that ambiguity and confusion will be reduced this time by minimizing provisions such as “other similar devices.”

Deregulation of wired terminal devices / Considering that the use of wired terminal devices such as wired telephones and fax machines is decreasing and that they are already mature technologies, all conformity certifications have been relaxed to conformity registrations.

The Ministry of Science and ICT stated, “This improvement in the suitability assessment was prepared after collecting opinions from related companies and discussing with experts for several months since the end of last year,” and added, “We will simultaneously pursue easing prior regulations and strengthening post-management.”
