The Ministry of Trade, Industry and Energy announced on the 11th that the 'Special Act on Strengthening and Fostering the Competitiveness of National Advanced Strategic Industries' passed the National Assembly.

The special law was enacted to designate "national cutting-edge strategic technologies" and to strongly foster and protect related industries, "national cutting-edge strategic industries," with the goal of securing economic security and strengthening the competitiveness of cutting-edge industries.

First, a 'National Advanced Strategic Industry Committee' composed of no more than 20 members under the Prime Minister will be established to deliberate and decide on major support policies for national advanced strategic technologies and industries.

To promote investment in cutting-edge industries, we provide a package of support, including expedited approval and licensing, infrastructure construction, civil complaint handling, fund creation, and tax deductions.

In particular, to rapidly secure advanced manufacturing and R&D capabilities, a new system will be established that allows companies to directly apply for expedited processing when approvals and permits are delayed, and priority support will be provided to industrial infrastructure in specialized complexes.

In addition, R&D of national advanced strategic technologies is given priority in government budget preparation, and preliminary feasibility studies are conducted when large-scale projects are promoted.A special exception was made.

In addition, to secure specialized human resources, we will support the establishment and operation of contract departments and specialized universities (graduates), establish a "Strategic Industry Comprehensive Education Center" to improve practical capabilities, and provide visa special benefits to attract excellent overseas R&D personnel.

When a company operating in a strategic industry applies for regulatory reform related to research and development, production activities, etc., the head of the relevant administrative agency will respond with the results within 15 days and actively address any matters that do not require revision of laws.

If additional review, revision of laws, or granting of special provisions (regulatory sandbox, research and development special zone, regulatory free zone, etc.) is required for the application contents, review and processing results, etc., the heads of relevant administrative agencies will promote prompt implementation after deliberation by the committee.

In the case of technology exports and M&As, the scope of prior approval was strengthened, while the procedures were applied in accordance with the existing 'Industrial Technology Protection Act' to minimize the burden on companies.

In addition, to protect advanced industry technical personnel, the basis was established to designate specialized personnel upon request from companies and to conclude contracts regarding confidentiality and restrictions on transfer between companies and specialized personnel.

The Special Act on National Advanced Strategic Industries is scheduled to be promulgated after being transferred to the government and approved by the State Council, and will be fully implemented six months after promulgation.
