"Will Enhance Industrial Technology Innovation Capabilities and Strengthen Industrial Technology Competitiveness"

The Ministry of Industry and Resources will strengthen enterprises' industrial technology innovation capabilities through industrial innovation foundation construction, activate the industrial technology ecosystem, and advance global technology competitiveness improvement.

The Ministry of Industry and Resources announced on the 28th the Industrial Innovation Foundation Construction Roadmap ('23~'25) with the goal of dramatically improving project effectiveness through strategic establishment of new investment in industrial infrastructure facilities jointly utilized by small and medium-sized enterprises.

Through this roadmap, a total of 52 new investment projects across 6 divisions were selected, and plans are in place to sequentially implement approximately 20 projects per year over the next 3 years.

The 6 divisions are △Transportation △Electronics and Electricity △Biotechnology △Machinery and Robotics △Semiconductors and Displays △Digital Eco-friendly Process Innovation and Materials.

The Ministry of Industry and Resources stated that the roadmap was established with emphasis on efficient investment field selection by systematically linking with government R&D strategies of the "7th Industrial Technology Innovation Plan ('19~'23)" and ensuring no overlap with the "Industrial Technology R&D Strategy ('22~'24)".

Previously, new projects to be promoted in the following year were selected in February each year through demand surveys from industry, academia, and research institutions as well as local governments, but starting in 2023, plans call for recruiting only performing institutions targeting annual promotion projects derived from the roadmap.

The transportation sector theme is "Convenient and Safe Future Mobility," building a foundation for realizing future mobility centered on eco-friendly vehicles and autonomous vehicles. The electric and hydrogen vehicle strategy aims to realize carbon neutrality through distribution of zero-emission electric and hydrogen vehicle technologies, with initiatives such as "establishment of dedicated high-performance power performance evaluation infrastructure for electric vehicles" to be conducted. The autonomous vehicle strategy sets the final objective as critical infrastructure construction related to autonomous vehicle recognition and control system development, establishing virtual test infrastructure utilizing digital twin technology. The transportation sector also includes shipbuilding and marine, and next-generation aviation, consisting of a total of 13 strategies.

The semiconductors and displays sector theme is "Collaborative Core Industry Convergence," promoting advanced industry technology gap support and demand-tailored industry convergence. The semiconductor strategy addresses semiconductor parts and materials performance verification infrastructure establishment and resolution of supply chain instability in the parts and materials value chain, advancing infrastructure construction for high-power EUV inspection equipment and standard certification systems. The display strategy aims at establishing OLED convergence domain infrastructure for maintaining market differentiation and securing entry into new markets for virtual and augmented reality. To this end, nanoLED display innovative process and demonstration equipment construction, as well as micro-display demonstration process equipment and testbed construction will be conducted.

In the electronics and electricity sector, the secondary battery strategy establishes secondary battery utilization service convergence infrastructure to activate battery subscription services and increase initial use and reuse utilization. Additionally, investments are made in all-solid-state secondary battery technology, including establishment of critical material infrastructure for next-generation all-solid-state secondary batteries for localization of next-generation battery materials.

Lee Jong-seok, Director of the Industrial Technology Policy Division at the Ministry of Industry and Resources, stated, "Through the roadmap, project strategicity is expected to be dramatically improved, and industrial technology development infrastructure is anticipated to be invested in fields essential for the growth of our small and medium-sized enterprises. For projects selected through the roadmap to proceed without disruption, cooperation from the budget authorities is essential, and we will conduct substantive consultations with the budget authorities accordingly."
