A path has opened for the 'PASS Mobile Driver's License Verification Service' to be utilized in the financial, public, and medical sectors.

The three telecommunications companies (SKT, KT, and LG U+) announced on the 12th that a change to their business plan to include the entire resident registration number in the PASS mobile driver's license verification service was approved at the 30th New Technology and Service (ICT Regulatory Sandbox) Deliberation Committee of the Ministry of Science and ICT held on the 26th.

The PASS app consists of identity verification, certificates, mobile IDs, and electronic documents, and the 'PASS Mobile Driver's License Verification Service,' one of the mobile IDs, was launched in June 2020 and has established itself as a daily service used by approximately 5.3 million people.

The recent decision by the ICT Regulatory Sandbox Review Committee allows for the additional verification of Resident Registration Numbers, in addition to the unique identification number (Driver's License Number), when using the PASS mobile driver's license verification service, a measure that further strengthens the reliability of identity verification.

Accordingly, PASS app users are expected to be able to use the mobile driver's license verification service instead of an ID card in the financial, public, and medical sectors, where a high level of security is required.

The three telecommunication companies plan to enable the use of the full Resident Registration Number in the mobile driver's license verification service within the PASS app as soon as possible, following consultations on interoperability with relevant agencies..

The PASS mobile driver's license verification service was launched in 2020 through a temporary permit from the Ministry of Science and ICT's ICT Regulatory Sandbox, and as the first officially recognized identification card from the private sector, it has been recognized as having the same legal validity as an actual driver's license in terms of proving driving qualifications and verifying personal identity.

The PASS mobile driver's license verification service can be used for age verification at convenience stores, unmanned vending machines, and Lotte Mart self-checkout counters nationwide, for watching R-rated movies at CGV and Lotte Cinema, for using shared kickboards (Deer), and for renting cars (SK Rent-a-Car).

In addition, it can be used for identity verification purposes, such as boarding domestic flights and biometric check-in registration, as well as for business at three major telecommunications companies' agencies, boarding fishing boats, blood donation, and elections conducted by the National Election Commission.

Meanwhile, the three major telecommunications companies plan to introduce a facial recognition feature based on the face photo on the ID card within the year in the PASS Mobile ID, which is equipped with a mobile driver's license verification service and a mobile resident registration card verification service. Through this, it is expected that identity verification will be possible conveniently and safely in non-face-to-face situations, such as unmanned convenience stores and kiosks.

The three telecommunications companies stated, “With the approval to display the full Resident Registration Number in the PASS Mobile Driver’s License Verification Service, we plan to expand partnerships for PASS Mobile ID across various industries,” adding, “We will strive to ensure that 36 million customers can use PASS conveniently in their daily lives without online or offline restrictions, going beyond just authentication.”
