Expansion of protection system linked through the use of new technologies such as cloud computing and smart cities

The Ministry of Land, Infrastructure and Transport, the Ministry of Science and ICT, and the Seoul Metropolitan Government will sign a Memorandum of Understanding (MOU) on November 24 to establish a metropolitan urban safety network in Seoul by organically linking the police, fire department, and disaster centers.

The specific details of the cooperation are to utilize new technologies such as cloud computing and smart cities to drastically shorten the golden time for protecting the lives and property of Seoul citizens in emergency situations, and to expand the linkage between the various information systems of Seoul (25 district offices) and the protection systems for 112, 119, disasters, and socially vulnerable groups (children, the elderly with dementia, etc.).

The Ministry of Land, Infrastructure and Transport will support the Seoul Metropolitan Government with a smart city integrated platform and linked services such as 112, 119, and disaster services, while the Ministry of Science and ICT will support business consulting, various cloud-based solutions, and demonstration projects.

In particular, although most local governments possess closed-circuit television (CCTV), which serves as the "eyes" and is a key tool in emergency situations, it has not been properly utilized due to the lack of a systematic collaboration system with police and fire authorities.

With the establishment of this network, closed-circuit television (CCTV) video information owned by the Seoul Metropolitan Government and 25 district offices can be received in real time through the smart city integrated platform of the cloud center and widely utilized in police, fire, rescue, and emergency medical services.

Furthermore, through this project, various information systems related to transportation, safety, welfare, and tourism, as well as new technologies such as the Internet of Things (IoT) and big data, are linked and integrated into the smart city integrated platform, thereby streamlining urban administration through information sharing and collaboration, and providing citizens with high-quality A foundation is established to provide convergence services.

Jeong Gyeong-hun, Director General of Urban Policy at the Ministry of Land, Infrastructure and Transport, said, “This project utilizes cloud technology to build a large-scale metropolitan safety network for Seoul, a city with a population of ten million, and will significantly enhance the safety of Seoul citizens.”

He added, “In the future, it is expected to be utilized not only for expansion to other domestic cities but also as a good example (reference model) to showcase our excellent technological capabilities in the overseas smart city market.”
