Ministry of Science and ICT to Launch 2nd R&D Innovation Voucher Support Program with Enhanced 5G Measures… 4 Billion Won Allocated in Supplementary Budget

The Ministry of Science and ICT has strengthened 5G support measures for the R&D Innovation Voucher Support Program.
The Ministry of Science and ICT announced on the 8th that it has allocated a supplementary budget of 4 billion won for the 'ICT R&D Innovation Voucher Support' project to promote the acquisition and commercialization of ICT technologies by domestic small and medium-sized enterprises, and will begin full-scale support.
This project assists companies with technology development and product commercialization in a short period, and with a high success rate in commercialization, it provides opportunities for creating new markets to small and medium-sized enterprises (SMEs) and mid-sized companies struggling due to the recent economic downturn.
According to the results of this project support in 2016 and 2017, the productization period was shortened by 14.6 months, and the commercialization success rate reached 55%.
This supplementary budget was prepared to meet the high demand from companies, as evidenced by the fact that 54 companies applied for 11 projects during the first half of this year's budget support, resulting in a high competition rate of 5:1.
The Ministry of Science and ICT announced the second call for proposals for the 'ICT R&D Innovation Voucher Support' program from Thursday, August 8 to Friday, September 6, and is accepting applications from small and medium-sized enterprises. We will receive it and plan to conduct the evaluation in September.
In addition, a business briefing session for companies and organizations wishing to participate in the project will be held on Monday, August 19 at 3:00 PM in the meeting room (B2) of the Seoul Chamber of Commerce and Industry.

Meanwhile, this project plans to stimulate the innovative growth of domestic small and medium-sized enterprises and revitalize the 5G industry, which was commercialized for the first time in the world, by providing intensive support for the eight key technology sectors of innovative growth (hyper-connected intelligence, smart factory, smart farm, fintech, new energy industry, smart city, drone, and future automobile) and ICT convergence fields for the development of 5G-related application products and services. In particular, for 5G-related application projects, the evaluation committee will review their eligibility and grant additional points.
Yong Hong-taek, Director General of Information and Communication Industry Policy at the Ministry of Science and ICT, stated, “Through this support, we will strive to enable small and medium-sized enterprises to develop ICT convergence products and services and act as a catalyst for 5G activation and innovative growth.”

Designation of Excellent Corporate Research Institutes in 2019 Expanded to All Manufacturing Industries
The Ministry of Science and ICT is accepting applications for the designation of excellent corporate research institutes to identify and nurture corporate research institutes with outstanding R&D capabilities and excellent technological innovation activities, thereby driving qualitative growth in the private R&D sector. Since the introduction of the corporate subsidiary research institute system in 1981, quantitative growth has been achieved until recently; however, the necessity for qualitative growth has been consistently raised as research personnel and R&D investment per company have weakened. To shift the paradigm of corporate research institute development policy from quantity to quality and to present a leading model for enhancing the technological innovation capacity of corporate research institutes as a whole, the Ministry of Science and ICT has implemented pilot projects since 2017, designating a total of 13 excellent corporate research institutes limited to certain sectors such as food and biotechnology. Based on the results of the past two years, this year the scope of designation will be expanded to all manufacturing industries to implement the full project, and next year the scope is planned to be further expanded to include knowledge-based service industries.

R&D cooperation system established in the field of materials to respond to Japan's export regulations
Kim Sung-soo, Director of the Science and Technology Innovation Division at the Ministry of Science and ICT, convened a science and technology field policy advisory forum with participation from industry, academia, and research experts to review R&D response directions regarding Japan's export restrictions on semiconductor materials. In particular, the forum identified the localization feasibility and urgency of key items and strategic technologies related to Japanese export restrictions, as well as the demand technologies of companies requiring urgent solutions. Discussions were held on establishing collaborative frameworks among industry, academia, and research institutions, including R&D support measures and organic win-win cooperation methods between demand companies such as large enterprises and development companies. Additionally, various opinions were gathered on mid- to long-term response plans for securing foundational technologies in the materials and equipment sector including raw materials, fostering specialized workforce, and fundamental structural improvements to the national R&D system.

Saenggiwon to Begin Full-Scale Support for Technological Innovation for Large Corporate Partners
Korea Institute of Industrial Technology has stabilized quality by providing aluminum low-pressure casting technology support to Hyundai Mobis suppliers. Dr. Kim Dae-up's research team at KITECH's Jeonbuk Regional Headquarters identified process parameters capable of suppressing impurity generation during the aluminum low-pressure casting process and achieved quality stabilization by simultaneously performing flow analysis and defect analysis. This is the result of joint research conducted with Hyundai Mobis for 8 months through the Go-Together project. The Go-Together project is a program in which KITECH and major corporations jointly allocate R&D resources to support technological innovation for first, second, and third-tier suppliers. On the 10th, a production technology forum was also held between KITECH and Hyundai Mobis suppliers to advance identification of 2020 technology challenges and demands.
