Resolving technology regulations through collaboration with the SME Ombudsman


Technology development support projects are being promoted to help small and medium-sized enterprises respond to technology regulations. It is being promoted as a life-oriented project with the participation of a citizen evaluation team, and the SME Ombudsman is also involved to resolve technical regulations.

On the 11th, the Ministry of SMEs and Startups announced that it is launching a technology development support program for the first time that links regulatory consulting from the R&D planning stage to projects requiring technical regulation compliance for product commercialization.

Technological regulation refers to technical standards (technical regulations) or conformity assessments (testing, inspection, certification, etc.) that restrict the rights of citizens or impose obligations by stipulating specific requirements for products, services, etc. in laws and regulations (including notices, public announcements, and directives) to realize administrative purposes such as safety, environment, health, and consumer protection.

Through this project, the Ministry of SMEs and Startups expects to facilitate the rapid commercialization of technology-developed products and reduce administrative costs by enabling timely responses to technical regulations at each stage of corporate activity (technology development, product production, and sales/marketing) and the acquisition of relevant certifications regarding safety, performance, and the environment.

This project will be conducted in two stages: Stage 1, 'Planning Support for Responding to Technical Regulations,' and Stage 2, 'Technology Development Support.' Experts from testing and research institutions will provide close support ranging from project planning and technology development to regulatory consulting.

Participating testing and research institutions are the Korea Construction & Living Environment Testing Institute (KCL), Korea Testing Laboratory (KTR), Korea Testing Certification (KTC), FITI Testing Institute, Korea Apparel & Testing Institute (KATRI), KOTITI Testing Institute, and Korea Testing Laboratory.It is Won (KTL).

Step 1 consists of an expert from a testing and research institution providing a 'Regulatory Response Planning Report' that includes an overview of regulations, testing, analysis, and evaluation methods, and strategies for obtaining licenses, and the SME preparing a 'Technology Development Business Plan' that includes technology development methods and commercialization plans by reflecting this.

Stage 2 involves a citizen evaluation panel participating in the final selection of technology development support projects, and provides selected companies with technology development funds of up to 500 million won over two years to resolve technical regulations. In addition, experts from testing and research institutions acting as regulatory assistants provide regulatory consulting support for the testing, inspection, and certification of developed products.

Through this technology development support, technical regulations in the fields of bio (including medical devices), environment, and safety that require overcoming testing, certification, and inspection standards are expected to be primarily resolved.

The application period is from February 28 (Fri) to March 12 (Thu), and companies wishing to participate can apply online through the SME Technology Development Management System . The announcement is available on the Ministry of SMEs and Startups website and the SME Technology Development Management System.

The Ministry of SMEs and Startups plans to establish a collaborative system with the SME Ombudsman to resolve various technology regulations as well as support technology development.

The SME Ombudsman plans to review technical regulations of project applicant companies and simultaneously revise relevant laws (including notices, announcements, and directives) through consultations with ministries.

Meanwhile, the Ministry of SMEs and Startups plans to announce the 'Support Project for Technology Development of Products Conforming to Overseas Certification Standards' within February, which supports the development of new products that meet the overseas certifications and standards of countries to which small and medium-sized enterprises intend to export.
