820 trillion won super budget focused on AI, semiconductors, and power grids
The government is compiling a 820 trillion won super budget for 2027 and concentrating finances on industrial policy that positions AI, semiconductors, and power grids as national growth drivers. Large-scale investments are being made in frontier AI development, AIDC ecosystem, manufacturing AI, physical AI, and autonomous vehicle demonstration projects, while finances are also being allocated to semiconductor special accounting and the southwestern region cluster. In particular, power grid expansion is emerging as a near-term beneficiary sector with full-scale deployment of ESS and substations. However, considerable uncertainty exists in execution as many projects depend on legislative amendments and semiconductor market conditions, and budget growth rates are projected to peak in 2027 and subsequently slow.
