The Ministry of Land, Infrastructure and Transport is strengthening its competitiveness by improving the efficiency of urban information management.

The Ministry of Land, Infrastructure and Transport has selected 12 local governments, including Seoul, Jeju Island, and Yongin City, as targets for the '2018 Smart City Integrated Platform Project,' which aims to connect and utilize various disconnected information systems, such as those for crime prevention and transportation, and build a smart city safety net.

The Smart City Integrated Platform is a software that links and utilizes information and communication technologies (ICT), such as artificial intelligence (AI) and the Internet of Things (IoT), to various urban infrastructures, including transportation, environment, energy, and water resources. It was developed as a national research and development (R&D) project to replace the import of expensive foreign platforms.

When the integrated platform, in which 10 billion won was invested from 2009 to 2013, is applied to local governments, the efficiency of urban information management, including crime prevention, disaster prevention, and transportation, will increase, and it will be possible to operate as a convenient 'smart city.'

The Ministry of Land, Infrastructure and Transport plans to deploy an integrated smart city platform to 80 local governments nationwide by 2022, laying the foundation for the Fourth Industrial Revolution and establishing an urban safety net. Metropolitan cities and small cities will also expand projects to apply integrated smart city platforms using cloud technology in cooperation with the Ministry of Science and ICT and the National Information Society Agency.



Last year, the Ministry of Land, Infrastructure and Transport and the Ministry of Science and ICT signed a business agreement to link the closed-circuit television and information networks of Seoul City and 25 district offices to a cloud center and utilize them through an integrated platform at disaster centers such as 112 and 119.

Jeong Kyung-hoon, Director General of Urban Policy at the Ministry of Land, Infrastructure and Transport, said, “CES 2018 showed that AI, IoT, VR/AR, and 5G, which were previously considered future technologies, were commercialized in a short period of time and applied to most products, and showed remarkable advancements in voice recognition and AI-based technologies.” He added, “We will expedite the creation of an intelligent urban infrastructure so that autonomous vehicles, drones, and smart homes can operate smoothly within the city based on connectivity utilizing the smart city integrated platform.”

Additionally, the five major safety net linkage services developed by the Ministry of Land, Infrastructure and Transport in cooperation with the National Police Agency, National Fire Agency, and others since 2016 will also be distributed.

The five major linked services are ▲112 Center emergency video support, ▲112 emergency dispatch support, ▲119 emergency dispatch support, ▲emergency disaster situation support, and ▲support for the socially vulnerable such as children and elderly people with dementia. This project was established to supplement the limitations in securing the golden time to protect the lives and property of the people in emergency situations.

Closed-circuit television (CCTV), a key tool in emergency situations (850,000 units in public institutions), is mostly owned by local governments. However, due to a lack of collaboration with police and fire departments, it has been underutilized. Linking information systems to a smart city integrated platform is expected to improve public safety services, including shortening the golden hour.
